IMPORTANT UPDATE: NEW NCVEC 605 FORM
A NEW NCVEC 605 FORM MUST BE USED AT EXAM SESSIONS BEGINNING MONDAY AUGUST 21, 2017.

New NCVEC 605 Forms and Applicant Information

New NCVEC 605 Forms and an Applicant information sheet for use at your ARRL VEC exam sessions beginning August 21, 2017 have been published. Please discard all existing versions of the NCVEC 605 Forms on or after midnight, August 20, 2017, as they will no longer be valid and cannot be used. All VECs and VE Teams must use this new form. For information regarding the 605 Form change, please see the “FCC and NCVEC 605 Form to Change” section below and refer to the news stories on ARRL’s website.

Throw away all previous versions on or after August 20, 2017.
605 Forms can be copied when necessary.

The FCC is revising the basic qualifications section of 605 Application forms to include a question regarding whether an applicant has been convicted of a felony in any state or federal court. Applicants’ responses and explanations to the basic qualification question (felony question), will be used to determine eligibility to be a Commission licensee.

Instructions for the New Applicant Information Sheet – FCC Basic Qualification Question.
These instructions are for applicants that answer “YES” to FCC’s basic qualification question.
There are 2 sets of instructions on one form, therefore please cut the form in half before using it at
an exam session. The Applicant Information sheet can be copied when necessary.

After the application data is submitted to FCC and an FCC file number is created, the applicant is required
to provide an explanation directly to the FCC within 14 days. Candidates that do not want to answer the basic qualification question at the test session will be handled the same way the candidate’s that are uncomfortable with giving their social security number (SSN) at the session are handled.

The candidate is allowed to take the exam(s). However, it must be made clear that FCC will reject their
license application form 605 if the question is not answered. As with the candidates that decline to supply
their SSN, these candidates should also be referred to the VEC department directly for further instructions
and guidance.

Officially Field Stocked VE Teams

For ARRL VE teams who are Formally Field Stocked by the ARRL VEC, 25 new NCVEC 605 Forms were shipped out on Monday August 14, 2017. Field Stocked VE Team leaders should look for the package containing the new forms to arrive this week. Throw away all previous versions on or after August 20, 2017; do not return them to ARRL VEC.

The materials supply should be sufficient for up to four or five exam sessions for the majority of ARRL VEC teams. With one thousand Field Stocked teams, what we send to you all in a mass mailing must be done with prudence in mind. Generally, this mailing is not intended to provide a year’s worth of supplies for teams that test monthly and typically have more than 3 to 5 examinees per session.

Field Stocked teams should be especially vigilant about keeping us informed of who has possession of the exam supplies. Notify us immediately when your address changes or the teams Field Stock changes hands to ensure that any exam updates will be mailed to and received by the proper person. Periodically check your supplies to make sure they are current and that the quantities are sufficient.

FCC and NCVEC 605 Form to Change: Information and News Stories

The Communications Act (federal laws overseeing communications) requires the Commission to evaluate whether an applicant is qualified to be issued any FCC license (both commercial and amateur). This enables the FCC to determine whether an applicant is eligible under sections 310(d) and 308(b) of the Communications Act of 1934, as amended, to hold or have ownership interest in a station license.

The FCC 605 Form Application is not just used for the Amateur Radio Service. It’s used for authorization in the Ship, Aircraft, Amateur, Restricted and Commercial Operator, and General Mobile Radio Services. The Commission is revising the basic qualifications section of this form to include a question regarding whether an applicant has been convicted of a felony in any state or federal court. Applicants’ responses and explanations to the basic qualification question (felony question), will be used to determine eligibility to be a Commission licensee. There is not a Report and Order and there is not a public comments period on this form update as it is already in the rules.

The NCVEC 605 Form (used at exam sessions) must also be updated to include the basic qualifications question. For potential amateur license holders, this means not just that they passed the examination but also that they meet the character requirements. If the answer to the basic qualification question (felony question) is ‘YES’, they will submit to FCC as an exhibit a statement explaining the circumstances. The application will be off-lined (held) for a basic qualification review which FCC already does for other radio license services. The Wireless Telecommunications Bureau’s Mobility Division stated that the fact that an applicant answers ‘YES’ doesn’t mean they will be denied a license.

Furthermore, applicants are required to answer the question only if they are filing NCVEC Form 605 or FCC Form 605 for one of the following purposes indicated: New, Amendment, Modification (Upgrade or call sign change), or Renewal/Modification (changes at renewal time). The question does not have to be answered if the applicant is filling a renewal only or an administrative update to their license (change of address, name, email, etc.).

A new NCVEC 605 Form with the basic qualification question was released and is available in the ARRL VEC forms section of the VE Resources page www.arrl.org/resources-for-ves. The new form takes effect for all VECs and VE Teams on August 21, 2017 and must be used at exam sessions going forward. Older form versions will be obsolete and should be discarded.

FCC has indicated that all VEC’s must begin transmitting this additional data to FCC starting on September 7, 2017. Amateurs will see the new information displayed in the FCC license database and in their license manager record when logged in to their license account. The last major change to the NCVEC 605 Form occurred 17 years ago (April 2000) when the FCC restructured the license classes!
